Tier 4: Innovation, Piloting, and Advanced Evaluation

Tier 4 represents the most intensive level of support, focusing on piloting new implementation strategies and advancing community-based prevention efforts. Building on the individualized approach of Tier 3, Tier 4 initiatives involve extensive data collection, analysis, and evaluation to test and refine innovative practices.

These efforts often extend beyond standard implementation support and may require additional resources to fully support rigorous evaluation components. Examples include large-scale initiatives such as opioid misuse prevention projects and federally funded trials aimed at strengthening community capacity and effectiveness.

Tier 4 is ideal for organizations and partners interested in driving innovation, contributing to the evidence base, and exploring new approaches to prevention and implementation—whether or not the work is part of a formal research study.
