This project aims to combine Pennsylvania’s urgent needs with its considerable assets. The opioid epidemic has hit rural Pennsylvania especially hard. Yet, PROSPER was developed specifically for rural communities, and has been highly successful at preventing substance abuse generally and opioid abuse in particular. Although proven effective, the PROSPER TA infrastructure is intensive, expensive and not easily scaled. Additionally, until recently there has been little collaboration with other the opioid-prevention strategies implemented across the Commonwealth, including the supply side efforts of the Pennsylvania Attorney General’s office and the Technical Assistance Center (TAC) at the University of Pittsburgh, which assists communities with drug take-back initiatives. Consequently this project will build on the existing NIFA-funded PROSPER expansion project to develop a coordinated, collaborative approach across these entities, resulting in efficient, cost-effective training and technical assistance approaches to effectively scale up and sustain proven prevention programs to combat opioid abuse.
