As an applied public policy researcher, I have spent my professional career attempting to develop and implement an Early Childhood Program Quality Indicator Model (ECPQIM), which is now in its fourth generation, to reflect the evidence-based child care program quality research literature. In this presentation I will reflect upon the development of national child care standards via evidence-based research through the Child Care Development Block Grant/Child Care Development Fund and how its implementation potentially can be measured through the ECPQIM.
